You should install the thunderbird-locale-he package. http://packages.ubuntu.com/lucid/thunderbird-locale-he As for Mozilla binaries, you can find the Hebrew langpack here (Please note that it is not officially supported) - Latest: http://releases.mozilla.org/pub/mozilla.org/thunderbird/releases
