The reason a physical hardware reader (either an Android phone with NFC or
a USB card reader) is necessary is that Rav Kav is based on the Calypso
standard, and the card is a full microprocessor smar
It would appear that if you choose to refill them at home then you need
to go to a rav-kav "store" and buy one of their 10 shekel card readers.

(registering online also allows me to get auto-refill and have the credit

What does the special client do that a browser can't?
I suppose the parallel here in Sydney is https://www.opal.com.au/ and it
all works from the browser.
Even the "mobile support" is just a mobile view of the same web site at
