I have /exactly/ the same problem, and no, "ifdown eth0 ; ifup eth0"
doesn't help.
The only way I found to change the IP without rebooting was to use the
graphical network configurator,
Or changing '/etc/sysconfig/network-scripts/ifcfg-eth0' /and/ using
ifconfig.
