I had a similar issue in my Debian, what i found out was, that kde uses xkb to
switch keymaps and in my case the keymap was faulty (it wasnt hebrew but
still it had the same symptom) what worked for me was - get a "good" keymap
file and put it in /etc/X11/xkb/symbols under the name of the keymap
