You cannot dd, as that goes through the PC controller that,
likely, cannot read the disks.
CPM is an operating system that was ported to many very different
platforms, and those did not maintain compatible disk formats on
the very lowest levels.
Debian has a 'cpmtools' package which is described as allowing CP/M
filesystem access.
I do not know if it supports control of the floppy disk drive to read
the CP/M way the iron oxide.
A Google search also turned up some articles about the subject, I did
not read them.

If it's IDE you might be able to connect a CF card to the old computer
with a CF<->IDE adapter? Not sure if a 1997 vintage IDE controller
would be up to this.

I have a friend who has a PC, which got stuck in the late 1990's. This
Ethernet-less and Internet-less PC has old (circa 1997) RedHat Linux
installed on it and it uses floppy disks (diskettes) for backups.
Now the floppy disk drive seems to have gone out of order and my friend
