In the kernel you have an option for congestion tweaking. Probably they
enabled it. Sally floyd RFC 4782.
There are other tweaks as well for the tcp/ip stack.
Try traceroute, tcpdump, mtr, wireshark to see where it gets stuck. BTW, on
which protocol you got the slow speed? http or other?

Could mean that they upped the maximum number of TCP connections assuming
that long haul downloads are slower and therefore will require more
concurrent active connections.
But seriously, do a traceroute to see what the difference is.
