In the kernel you have an option for congestion tweaking. Probably they enabled it. Sally floyd RFC 4782. There are other tweaks as well for the tcp/ip stack. Try traceroute, tcpdump, mtr, wireshark to see where it gets stuck. BTW, on which protocol you got the slow speed? http or other? 2010/3
