In SuSE's admin tool YaST you can choose wether the hardware clock is set
to GMT or local time. Maybe you got this wrong ?
Alternatively make sure that your /etc/rc.config contains something like
this:

# Set to "-u" if your system clock is set to GMT, otherwise "".
