Instead of buying a modem and then looking for a driver, I ask:
does anyone have a PCI soft modem that works with GPLd drivers
for him, so it is not restricted to a specific kernel ?
if so, can one elaborate ?

Look for ESS drivers in that page. They are only compatible with kernel
2.2.12 according to that page, so you might need to play a bit with it if you
want to use it on other versions of kernel..

I don't know about changed premissions (though I had a similar problem -
with /dev/null - which I haven't tracked down yet). but why would you want
to kill -9 pppd ?
This will kill pppd and won't let it clean up after itself properly
better just SIGTERM it with
kill 'cat /var/run/ppp0.pid'
