TeraTerm only supports the SSH-1 protocol. OpenSSH 2 supports both SSH-1 and SSH-2. The SSH-2 protocol, however, uses a different algorythm to validate server and users (DSA instead of RSA). If, for some reason, you only generate DSA keys, or you configured you OpenSSH to only accept SSH-2 conne
