Also: if you suffer from erratic mouse behaviour, try upgrading gpm to
1.19. Older version seem to go crazy after ~10 minutes of mouse inactivity

I got an IntelliMouse Explorer mouse.
My "Pointer" section in XF86Config looks like this:
Protocol "IPMS/2"
Device "/dev/mouse"
ZAxisMapping 4 5
I still can't use the mouse scrolling whell. When I scroll down it acts
like right-click, and when I scroll up it doesn't do anything.
Any ideas?

Fisrt you never told what display adapter you use,
what X server and what Linux distro.
I use both ATI Rage Fury w/32Mb AGP and ATI 3D
w/4Mb. They both fine with respectful X servers and configuration.
So please state your hardware and software before
you run to buy another card.

since I couldn't solve my problem with my ATI display adapter, I want to
replace it
with another AGP adapter, a good one that is not too expensive, and
works with Linux
any suggestions ? ( a good one, not too fancy )

Did you see it in true flesh (errr, plastic?)? From picture it looks like
