"Shutdown mode".
During the window, we will be updating Jenkins, plugins,

backwards compatibility for pushing changes to "refs/publish/"
has been removed in 3.0 and instead of giving a warning it will refuse with
the error message above. Instead you should use "refs/for/"

The Jenkins server on ci.linaro.org will stop accepting new jobs in a few
moments and will be shutdown around 6pm UTC today. The reason for this
downtime is perform an upgrade to the server to address a CVE advisory in
the current release.
