The reason is that the image is maverick based, End Of Life April 2012.
Ubuntu repositories aren't available anymore: http://ports.ubuntu.com/dists/
We assumed that the hwpack/rootfs contain all the necessary component
and James added some code to ensure the offline image

We have installed Ubuntu 12.04 (Precise Pangolin) 64-bit.
But unable to install svn.
