Can you explain what you mean by "booting via USB"?
You can use USB to enter in bootstrap mode, so that you can program a
binary into some media, like SD card
Is a method via the aux vectors to know at runtime if neon is or is
not present?

but that such benefits would impose an undue burden on Android's
distribution model which tries to create libs
