With help from the Guile users group (thanks to Germán Arias & Chris Vine)
I installed Guile 2.0.11. The reported problem persists. I can run L-pond
(as
long as I do not try anything difficult) (still version 2.18.2) but I
cannot debug.
The tiny test x.ly fails with the same error.

This step is tells you that there is a dependency problem, and that guile
2.0.11, which is _very_ _very_ stable :), won't compile, don't even try :)

You could upgrade to 14.4 it is yet another LTS version. and there
LilyPond 2.18 works well.
The only downside I am noticing at the moment is Chrome browser is in
a bad spot they are migrating their gtk widgets to something else and
it will be another few weeks before that is complete.
