I found that with how my files are set up, it works best to set a
ragged-bottom as \bookpart caused some issues with the title placement.

You might use \bookpart {} for each score

You can specify a certain distance, e.g.:
\paper {
system-system-spacing.basic-distance = 15 % <= to be set properly
%ragged-bottom = ##f
%ragged-last-bottom = ##f
}
