It seems that you Lilypond wasn't installed for some reason,
just the default Cygwin system. Try again to run the setup.exe
program and follow the instructions of
http://lilypond.org/web/download/windows.html
very carefully (it won't take that long the second time since it will
realize what has alr
How do you open the window "BASH"?
When you install cygwin it creates an icon on the desktop, and maybe some
other place. Do you run it with that shortcut?

I have installed Lilypond on my computer (Windows 98).
In the window "BASH", when I write 'lilypond test.ly', the answer is "BASH:
lilypond: command not found".

What is it you think doesn't work?
Actually, I think the only reason that you get some strange errors in
your log file is that the bug-lilypond-cygwin script hasn't been
updated since the documentation was moved from /usr/doc/ to
/usr/share/doc/. Try to run the following commands manually:
cp /usr
Download and ran setup.exe from your download site.
Ran setup.exe using all the options you suggest ( used
ftp://cygwin.csie.ntu.edu.tw/pub/cygwin as download source)
Tried to run the sample you suggest...didn't suceed.
Included is the bug.txt as you requested, and the two output files generated
