For chords, is it possible to set a particular midi instrument for the midi output? I
figured out the
/set Staff.midiInstrument="xxx" syntax for \notes, but I can't figure out the syntax
for \chords.

If I'm understanding the problem correctly I solved this for myself
like this:
First I set up several files;
piece-defs.ly
-- contains all of the musical information (notes, keys)
part-defs.ly
-- contains individualized information for all of the parts, instrument
names etc.

Please always tell what LilyPond version you use.
\TabStaffContext should certainly be defined, though, since
you use a version where \context TabStaff works.
Why do you say that it's not defined? Exactly what error message do
you get?
