Sorry. It is in LilyPond's sauter-fonts-mftraced CVS module, but by
oversight it was not shipped in the ec-fonts-mfraced source tarb

Fixed in the CVS, please test. Reason for the problem was that
negative \raise values change the box depth, but positive values the
box height instead, and all changes to the box height are cancelled by
the \vss in \topa

This is just because Jan installed LilyPond in a directory where
he has write access, whereas you probably installed it in a read-only
directory (/usr/share/ or /usr/local/share, maybe).
