Anyway, rebuilt from scratch with -O0 and add -Wl,-v for verbose output.

I know. But I just thought I would try to add it to get lucky. I'm playing around
with config.mak

We have standard teTeX 1.07 installed here and it has this fil

Nope, it's not there.
All the rest of the fonts generate with no problems.
Is this a bug (on our system)?
