After discussion with Jan Dubois I've added this code as
Cygwin::sync_winenv() and revised perlcygwin.pod
to use that function when needed.
It will be in the upcoming perl-5.14.2-1 package, which is now in test.
The problem to add that generally is that cygwin-1.7 wants now on
every occur

Thanks, I sent Jan a patch for Win32.

Adding this cygwin_internal (CW_SYNC_WINENV) to cygwin.c
makes not much sense as it only should be called when using Win32.
