Now that configure doesn't generate libtool until late in the game (when LT_OUTPUT is not used), the package CFLAGS determined during the rest of configure are added to LTCFLAGS, and used to compile the cwrapper. In one case, the project used -Wall -Werror -std=c99 (which turns on __STRICT_ANS
