I want to install it from source since I can't apt-get it on Ubuntu 15.04

The original source code may be downloaded from
"ftp://ftp.gnu.org/pub/gnu/libtool/";. This might not be the same code

It appears that the shell assignment expectation may be erroneous,
in that ": ${RM="rm -f"}" will only replace RM if RM is not defined.
perhaps what is intended is more along the lines of:
RM="${RM:=rm} -f"
