Take into consideration that both the exe and the dll should have the
same architecture (both 32 or 64 bits). This is a common issue for a dll
not being working.
Place the Dll on your exe's folder or in a folder that is listed in the
path and it will work.

I wonder, isn't this somehow related to writing permissions on your system?
I can't help much because I use Windows here, but that's the content of
my fppkg.cfg file (located in fpcsrc\utils\fpcmkcfg):

Maybe the solution you are looking for is found in this path:
Menu Tools > Options (or Shift + Ctrl + O) > Editor > Show
I believe this is the path in English as my Lazarus is actually in
Portuguese.
