Really two ways of creating the look and feel you want.
1. All the Controls in LabVIEW are simply objects represented by
several images. You can actually replace the default images with your
own giving most controls your desired appearance without changing the
functionality of the control itself.
As far as I know if you want this to be part of the installer script,
for the installer that comes with LabVIEW, the answer is no. However
there are many other ways of achieving what you are asking for.
