I had this problem also and described the solution in a mail last septembre.

Just in case: I have similar problems if I activate Norton anti-virus. I must
deactivate it during latex3html conversion process. Could this be the origin of
your problem?

The config.bat fails on pnmcrop. That is, according to it's test, pnmcrop cannot do a
crop on one
side (the -l option). I have check
