Here is what I've done and the results.
First, I thought it would be easier to get the executables for the
netpbm files I don't have and try that. (By the way, I knew I did not

I have Latex2html running on my Windows PC running XP. I had troubles with the
installation, too, and found that it was netpbm what was causing the main
problem. It was just the files you mentioned, anytopnm, ppmquant, and pnmflip
that downloaded as perl source code, not the executable.
