[libreoffice-l10n] Difference between Chapter Numbering and Heading Numering

Seth is putting a lot of effort into consistent labels and a correct documentation. And actually I though he added the chapter/heading thing to the glossary but I cannot find it. Chapter: Paragraph with a first level outline like 1. or 2. Heading: Paragraph with any outline level like 1.1 or 2.
