Just recently noticed that the lv_LV dictionary which is included in
src tree is outdated by 9 years.
Can you advice what should I do in order to update it so that
packagers get the latest?

There are two options, either you file a bug in
https://bugs.documentfoundation.org, or you send a patch to
https://gerrit.libreoffice.org/
But I think, in this particular case neither is necessary, because I read
you mail and I can push version 1.4.0 for you.
