You need to use the '+' button to add a new translation. I do not know
if it needs special permission.
Anyway, I did it for Polish (pl). It should be visible now:

TDF Wiki is now provided in many languages, but sidebar of the Wiki is
not completely translated. In Persian, these strings in the sidebar are
not translated:
