No need to code anything take a look at qwebirc, its python based. That way
those that don't have an irc client can still join without needing an irc
client or an account.

Sorry for delay.
Now I have 2 screenshots from 2 phones ( Galaxy Nexus and Huawei U8160)
running remote that shows the same problem.
The Greek characters in notes are not displaying correct.

Yeah, I just thought how can we add the irc into the page; I got to
that by copying html/javascript code from the English page.
How that irc window itself can be localized, I do not know but I guess
it is beyond the scope of LO localization.
