A manager with a secretary wants all outside calls to be routed to his
secretary's extension and all inside calls to still come to his
extension.
Is it possible to setup an extension port in this manner?

Yes this too is enabled and it seems to work fine. I called his
extension from a cell phone (with FWD disabled), answered it and
transferred it to another cell phone just fine.
