All of the above are good to try.
Also, bad phones can auto answer a line.
If it is only the first line, and both ring the same in the system,
then it sounds like something before the ksu.
One test- swap lines 1 and 2 where they come into the ksu, see if
still happens when it's plugged into the s

My guess is the surge protector...sounds like it is breaking down and
tripping ringing...often after multiple hits the breakdown voltage gets
lower and lower...
I also had a problem once where a cordless set was not seated well in the
base and it was "self answering" after a couple of rings...
