This is actually managed by the packagekit backend, not kpackagekit. It
looks like the packagekit backend is not following the apt cron stuff
you set in software-properties-{kde,gtk}.

The bug here is that installing any KDE app brings in way more KDE than
is needed for the app, resulting in half the desktop (but not enough to
run) to be installed. The root cause of this is bug 588709.

Thanks for taking the time to triage this bug.
I regret to have to report that the original bug has not been fixed. But
KMail is now somewhat more rational. Instead of putting up a bogus date, it
puts Unknown instead.
As mentionned in the previous report, clicking on the message retrieves the

I have the same problem but even a new generated user (avoiding damaged
files somewhere in the user subdirs) cannot start the akonadi database.
The creation obviously is successful.
I have also started the appamor in complain mode, allthough I didn't
knew what I was doing.
For me it seems to be
