The unit hanging below the carb is a vacum controled fuel shut off valve.
Keeps the carb from dripping after engine shut down. I never got mine to work
well unless I bypassed it when starting which involved a lot of extra plumbing.

Most of the gaskets between the mag and case that I have used do not have a
slot in them, just a hole. if the gasket is stuck to the mag it will not let
the mag rotate. Just a thought. Jim
