Another data point on elevator balancing is that Troy Petteway deleted his elevator balance when he lengthened his horizontal stabilizer and decreased the length of his elevators. 38" is the KR2S base shoulder dimensions. Personally I've widened mine to 43" at the shoulder. All this was done without adding more 5/8" square stock.
