Dan, had the problem with the same wheel. The problem was the
tube, the valve stem was off center. Go to a lawnmower shop
and get a tube with a centerline valve stem, Virg

Look at just about every plane out there. They have split rims. The tire has to
fit tighter than on a car because the wheel goes from 0 to 80 mph in a split
second. If they were not tight the tire would spin on the rim. That is why they
are not made to be pulled over a rim like a car.
