Well we are in the process of finalizing (on behalf of our client) an
open source Library management system. Some background: we surly have
a soft corner for PHP based OS, as we are out and out PHP shop. My
team has shortlisted 3 options, and Koha is on the top of the list.

If you look at it from the client's perspective, Koha is the far
better than any PHP ILS out there. If you can't support Perl, maybe
you should direct them to someone else? :>
Koha is built to support multiple languages. But you will need to
invest effort in Hindi translation.

You can create the database and user with Mysql Phpmyad
