This feature doesn't exist in Koha.
Koha is designed to be installed in a specific language and run in this
language.
In order to implement this, you would need either a specific set of
message templates per languages and add a preferred language setting in
the aqbooksellers

I have a question regarding vendor language.
We want to be able to have custom vendor languages so that French
vendors receive their orders in French and English vendors get theirs
in English.
I don't see any such feature in Koha, is it pos
