Such a foundation would be chartered to serve
librarian, patron and developer alike without any particular alligence to Koha,
Evergreen or whatever else we spawn in the future that we wish to give back to
the library community.

If I understand this issue correctly, I would agree that the logic should be:
item overdue = due_date - today.
Grace period calculations only come into play if the item is overdue to
discount the fine when applicable.
