If we install Koha using Ubuntu packages from Koha repo, what is the
default character normalization?
chr or icu?
How can we check the charecter normalisation of a koha installation?
How can we change the charecter normalisation after installation?

The packages use chr. I don't understand icu well enough yet to
implement that, so any patches would be great :)

Triggered by report 8996, a question: Is it already documented in the manual
that a negative notforloan value (not only -1) means On order? Could not find
it myself in the manual :)
