please take a look at Bug 37911, specifically David’s commit message on
0d2ae2a10f86553285ce0c6107aa39c52f17f1a4 in 25.05.x.
Just tested with dev while writing to /opt/koha which worked. With the default
path I ran into the same permission issues that you mentioned.
