I will take that role at version 3.14 and I am trying keep updating lots of
things for this. But I really don't care about name of koha released team. Just
do what I think it would be good for community. I think one version should have
only 3 live dvd max. For example 3.14.01, 06 and 10 maybe. 1
think about creating
template for branches libraries? So earch branch library can create and manage
their, for example, opac.

I'm not sure about what you are talking is about independent branches or
separated instances. Now we can create a lot of instances with only one Koha
installation
My idea comes from creating 1 Koha installed with 1 Database for 100
small branches libraries. Each branch has separated template OPAC. There
should be a folder in koha and logic in the application that saying ... ok,
load branchA's template OPAC for BranchA's user when they login. A

languages ( my language is Unicode). I just can't search for books... and found
out on internet some one said that i need to enable some ICU option in zebra

When IndependentBranches is ON, the staff can search for result all libraries.
(We have a Limit OPAC search in their own branch only, but don't have Limit
