I agree that's the current state of things.
But in my opinion, this should be changed. I don't think itemtypes should
apply to bibliographic records that don't have items. Maybe we need to come
up with a new approach for itemless stuff.

Around two years ago I wrote Koha::FrameworkPlugin now. As an ongoing project I
wanted to convert existing plugins to its new style (while it also supports the
old style).
Unfortunately, this project did not get much further the last six months of
16.11.
