and then added appropriate entries in the koha-conf.xml file located in
the /etc/koha/sites/INSTANCE directory. I had to add entries for:
log4perl, lockdir and upload_path.

You may be past this point in your installation process, but I found the

Scott, The forbidden message that you are getting is saying that you are trying
to access the Root directory. Your root directory in your virtual server setup
in Apache is pointing at the wrong directory.
