[Koha] Koha translation site mailing function cannot work

Dear Sir/Madam, We have some people to translate English to Chinese. But the translation site's mailing function seems not working now. So, they cannot get the registration mail or forget password notification. Can someone help to fix this? Thanks very much Best regards, Frank Chou -
