i do Change 0 to
1 in your koha-conf.xml file
and restart web
and do change setting at koha systme preference that to enable plugin.

The data which we saved in 648$a (2019, for exm.) in Koha versions 17.11,
17.05, 18.11
couldn't show the results when we search as "subject" .
Why? Can anybody advice how to save chronological term in 648 field and show
the correct "subject" search results?

I am not seeing that the 648$a is not an indexed tag/subfield in Koha. You
would need to add this tag to your zebra indexes or add a bug to bugzilla
asking for someone to add it to the base install of Koha.
