I've done some more tests:
Installed a new VM with mariadb.
Checked mariadb configuration:
*character-set-server = utf8mb4
collation-server = utf8mb4_general_ci*
This is the default charset/collation and should have full compatibility
with all special characters
Checked Locale:
*LANG=pt_PT.
