Hi Joel,
currently Koha will only block checkout of restricted use items, when
the authorised value code is 1. If you use another value or a negative
one even, it will allow checkouts.

I wonder if the permissions got correctly installed in your installation
- could you check if the the database tables permissions and userflags
do have entries in your installation?
Which language did you run the web installer in?

did you activate ICU indexing when installing Koha?
One symptom of it not being installed is that a search would return all
items in Korean - instead of only the ones matching your search term.
There are some pages in the Koha wiki explaining about how to activate
ICU for different languages

To follow up on Katrin's passing note, I believe the bug she was thinking
about was:

This would improve things, I think, but I'm not sure it solves every
problem.
