"en" is the selected language for both the staff and OPAC interface. Can you
please tell me what else can be causing this problem

We were using "en" when we had version 3.0.6 but then I updated it to version
3.2.6 then we observed this problem. So... I don't know if the translation
changed. Also how do I switch the translation?

Are you using a custom translation or one of the packaged ones? "Place
on Hold" is what I would expect to see for the default "en" templates.
You might try switching to the standard "en" translation to make sure
this isn't an iss
im using version 3.2.6. I am able to reserve the book using the staff

that error? Click a "place hold" link? Check a box on the search
