Hi Joshua,
have you tried changing the overdue fines cap to your maximum amount?
If the fines are calculated, that might point to a bug with the stored
default for max fine. I can see that in older versions it was possible
to leave empty.

I have been keeping tabs on the mail archive on the above subject matter.
